That means, your country cannot restrict you to go for cinema or birthday party. But your mother is at liberty to stop you. Your rights are based on your national laws which protect you against your parents. International human rights mandate countries to make laws to enforce your safety. It depends on which part of world you live!
No, it does not limit her rights to parent you as she sees fit. Additionally, the "UN Convention of the Rights of the Child" does not carry the force of law.
